A health data system is only as valuable as the trust people place in its numbers. This guide covers what to get right before and during a DHIS2 or digital-health rollout, drawn from national-scale implementations.
1. Model the data before the software
The hardest part isn't the technology, it's agreeing on what to measure. Data elements, indicators and org-unit hierarchies must reflect how care is actually delivered. Spend the early phase with the people doing the work, not in a config screen.
2. Design for the last mile
capture that always works
3. Security & interoperability aren't optional
Health data demands encryption, strict access control and full auditability from day one. And DHIS2 rarely lives alone, plan for standards like HL7/FHIR so it exchanges data cleanly with EMRs, labs and registries.
A national dashboard is only as trustworthy as the tired clinician entering a form at 7pm. Design for them first.
4. Make reporting the payoff
Capture is the cost; insight is the return. Real-time dashboards that show where disease is rising, where stock is short and where response is lagging are what make the whole effort worthwhile.
